announced that Arc of Mercer County has selected Esteam TOTAL: Record,
a software application designed to help human services agencies dramatically
improve clinical and reimbursement processes, and support continuous
improvement efforts. Arc of Mercer County is one of western Pennsylvania's
leading providers of services to people with cognitive, intellectual
and developmental disabilities.
Arc of Mercer County selected TOTAL: Record to address the organization's
complex, clinical and financial reporting requirements, including future
adaptation to a single, uniform billing standard now in the pilot stage
throughout Pennsylvania.
"The current Medical Assistance billing system takes a great amount of paperwork

by making our clinical and billing processes far more efficient, and by giving
us the flexibility to adapt to the billing changes that will occur over the next

Arc of Mercer operates facilities in several western Pennsylvania counties-each
with its own, unique standards for categorizing individuals and the services
they receive. To meet these requirements, Arc of Mercer must create a
unique billing code, negotiate reimbursement rates, and track and bill
services against that rate for each person served.
The advent of the Provider Reimbursement and Operations Management Information
System (PROMISe), the new claims processing and management system now
being piloted in several counties in the state, is also changing state
Medicaid service reimbursements. Once fully implemented, PROMISe will
provide a single, uniform system-and a detailed set of service codes-for
managing patient information and claims processing.
Organizations like Arc of Mercer, which participates in PROMISe pilot
projects, need technology that supports the shift to PROMISe and a fee-for-service
environment.
"While we had a relatively small number of consumers on PROMISe billing for the
pilot program, it still was taking significant time to bill for their services
under our old system," Beach said.
By providing a single repository for clinical and financial information,
TOTAL: Record eliminates repetitive data entry and the related potential
for human error, while also helping users generate invoices that meet
each payor's specific coding and related requirements. As a result, Arc
of Mercer gains the flexibility to quickly and easily respond to changes
in billing and other paperwork requirements.
